The Kennewick City Council on Jan. 21 approved the 2025–2029 Tri‑Cities consolidated plan and the 2025 annual action plan, which outlines the city’s planned use of Community Development Block Grant (CDBG) funds for low- and moderate-income residents.
Kylie Peel, the city’s CDBG coordinator, told the council that Kennewick participates in a HOME consortium with Richland and Pasco and, as a HUD entitlement city, receives an annual CDBG allocation. Peel said the city anticipates $550,000 in CDBG funding for 2025 and that the recommended awards include a mix of infrastructure improvements and public services for low- and moderate-income residents. Peel said the application period ran from early August through the end of September 2024 and that the CDBG committee reviewed applications for eligibility.
One member of the public, Don Kenning of Kennewick, raised editorial and clarity suggestions about the published executive summary, including phrasing in the housing needs section and a reference to transitional housing and shelter capacity. Council member Anderson said the document had minor bookkeeping errors but affirmed the importance of addressing housing needs and stated his support.
Council member Anderson moved to approve the consolidated plan and annual action plan; Council member Beauchamp seconded. The clerk reported the motion passed unanimously.
The approved documents serve as the HUD-required five-year consolidated plan and the city’s annual action plan for distributing HUD entitlement funding in 2025. Staff did not detail specific subrecipient awards in the hearing but described the recommended mix of infrastructure and public‑service projects.
