The Kennewick City Council on Jan. 21 unanimously voted to postpone consideration of a site-specific change of zone from CO (office) to CG (community commercial) for 1826 and 1838 South Washington Street (COZ2024-0002) until its Feb. 4 meeting.
The matter was introduced as a quasi-judicial action requiring council members to meet the appearance of fairness standard. Council member Beecham moved to postpone the item; Council member Anderson seconded the motion. The city clerk recorded the motion as passing unanimously.
City staff advised the council that, if approved, the rezoning would require the affirmative vote of four members rather than five because of current attendance; five council members were participating on Jan. 21. Council member Beecham said the postponement would ensure “everybody’s here when we can discuss this,” citing the seriousness of land-use decisions. Council member Trumbull noted he might not be able to attend in person on Feb. 4 but could join remotely.
Because the item is quasi-judicial, the council observed that general debate should follow the formal motion for action. No substantive discussion on the merits of the rezoning took place before the postponement motion.
The postponement does not decide the rezoning request; it defers the hearing and any formal council action to the Feb. 4 meeting when a fuller council presence is expected.
