Garland council approves TIF amendment, rezones a house to SF-5, postpones one zoning case and confirms two TIF appointments

The Garland City Council during its Feb. 18 regular meeting approved several routine and land-use items, including an amendment to the Tax Increment Financing (TIF) No. 3 project and financing plan, a rezoning request for a residence at 409 School Street, and nominations to downtown and south TIF boards.
TIF amendment (Item 5a) Council opened and closed the public hearing on an ordinance amending the TIF No. 3 project and financing plan and approved the amendment unanimously. The motion to approve was made by Deputy Mayor Pro Tem Tim Luck and seconded by Council Member Bass. The council recorded a unanimous vote in favor.
Postponement of zoning case (Item 6a) The council postponed zoning case 6a at the applicant's request. Council Member Hedrick moved to postpone the item to the April 1 meeting; Deputy Mayor Pro Tem Luck seconded. The postponement was approved unanimously.
Rezoning at 409 School Street (Item 6c) Council approved a request by Yesenia Morales to change zoning from Community Retail (CR) to Single-Family 5 (SF-5) for a property at 409 School Street in District 8. Planning staff told council the house dates to 1962, the lot is roughly 8,589 square feet, and the property had historically carried commercial zoning despite being used as a residence. The applicant submitted plans that required a paved alley for a driveway approach; staff said an alley-paving item is under review by engineering and is expected to be before council in March. Council Member Ott moved to approve the rezoning; Deputy Mayor Pro Tem Tim Luck seconded. The vote to approve was unanimous.
Appointments to boards and commissions Council approved two nominations: Austin Nichols to the TIF 1 downtown board (nominated by Council Member Bass) and Damon Wilson to the TIF 2 South Board (nominated by Council Member Hedrick). Both nominations were accepted unanimously.
Consent agenda and other routine items The council approved the consent agenda, which included minutes of previous meetings, multiple capital and facilities bids, equipment purchases, and grant and property-authority items. The consent agenda was approved by motion from Deputy Mayor Pro Tem Luck, seconded by Council Member Dutton, and passed unanimously.
Executive session The council recessed into executive session at the end of the public meeting for economic development discussions and attorney-client matters as listed under the Texas Government Code; no public actions were taken during that recess portion as part of the Feb. 18 public record.
