Planning commission approves Studio MDR Pilates studio at Lagado Redondo on Pacific Coast Highway

The Redondo Beach Planning Commission on Dec. 19 approved a conditional use permit allowing Studio MDR to open a Pilates-focused personal improvement studio in a 2,600-square-foot tenant space at 1700 South Pacific Coast Highway in the Lagado Redondo mixed-use building.
Staff said the applicant, Studio MDR, proposed hours of operation from 5 a.m. to 8 p.m., seven days a week, with classes capped at 16 students and two on-site employees (one instructor and one front‑desk person). Senior planner Andrew Swiatek told commissioners the mixed‑use building is under construction and that the tenant space will occupy roughly 2,600 square feet on the ground floor; the development will include 15 residential units above and roughly 21,539 square feet of ground‑floor commercial space.
The commission’s approval was conditioned on staff recommendations, including implementation of the sound‑isolation measures described in a consultant noise study. Swiatek summarized five key sound recommendations — isolated ceiling, insulated walls, base building perimeter walls/columns, a treated window system and administrative controls on music and voice levels — and reported the sound engineer concluded those measures would enable compliance with the city’s noise ordinance.
Owner Lisa Solomon spoke to the commission and described Studio MDR’s 14 years of operation and its automated online booking system used to limit class sizes. “We basically build a box within a box, to make sure that we don't disturb any neighbors,” Solomon said when asked about sound control, and added she uses a sound engineer and conducts ongoing testing after openings.
Commissioners asked about parking, operations and prior experience. Swiatek told the panel that the Lagado site will provide 88 parking spaces shared between the residential and commercial uses and that the upper parking level will be public, while a lower level would be keyed for residents. The staff report concluded the site provides adequate access and parking for the proposed use.
The commission adopted the exemption declaration and CUP for the operation of the personal improvement service (Pilates fitness studio), Case No. CUP20241674, as conditioned by staff. The roll‑call vote was unanimous among present commissioners (6–0).
