The Waukesha City Council unanimously ratified the city administrator’s execution of a contract with ComPsych to provide the city’s employee assistance program (EAP).
City staff explained that ComPsych is the successor to the city’s prior EAP provider, FEI, and that the choice of a successor provider had been handled administratively under existing policy. Bryan (city staff) told the council the ratification before them was an authorization to formalize the execution of the contract rather than a council-led decision on the selection of the vendor. "What we're doing here... is not the approval of ComPsych as the provider. It's the authorization of the execution of the contract," Bryan said.
Council members discussed delegations of purchasing authority and whether routine, budgeted administrative contracts should be executable by administration rather than requiring council ratification. The city administrator and staff signaled plans to update purchasing policies to reduce the need for such routine actions to be brought to council in the future.
A motion to ratify the contract was moved and seconded; the motion passed unanimously.
