Council accepts Savage sewer replacement Phase 1 at $977,054, approves scope revision and 2-year warranty

The Show Low City Council unanimously accepted completion of the Savage Sewer Replacement Phase 1 project (City project S-2624) and approved a scope revision that increased the final contract cost to $977,054.
City staff reported the original construction contract was awarded to Apache Underground and Excavating LLC in the amount of $924,036. The project included removal of existing sewer main and installation of approximately 2,500 linear feet of new 18-inch SDR 35 PVC sewer main, nine manholes, sewer services and replacement of removed asphalt and concrete. The project was partially funded by a congressional district spending grant with an award up to $800,000 that required a 20% city match.
Because the low bid came in near $925,000, staff said the city intentionally added an additional 450 linear feet of sewer to Phase 1 to maximize use of the federal grant. Final project costs totaled $977,054, a scope provision increase of $53,018; staff said approximately 80% of that additional cost will be paid with grant funds and the city's match will be covered by the existing project line item in the budget.
“Project was partially funded by congressional district spending grant obtained by the city,” the presenter said. Staff recommended acceptance of the completed project, approval of the scope provision in the amount of $53,018, release of retainers and initiation of the two-year warranty period.
Councilman Hatch moved to accept the Savage Sewer Replacement Phase 1 project (S‑2624) as complete at the final cost of $977,054, approve the $53,018 scope revision, release retainers and initiate the two-year warranty. Councilman Adams seconded. The motion passed unanimously.
City staff noted the scope addition was made in order to use more of the available federal grant and to reduce scope required in the next project phase. The presenter said the city’s required match was already budgeted and no additional appropriation was required at the time of the acceptance.
