Clermont County commissioners approve multiple contracts, payments and appropriations; table kennel volunteer policy

At its Jan. 29 meeting, the Clermont County Board of Commissioners approved a series of routine and non-routine items including vendor payments, service agreements and construction contracts. Roll-call votes recorded unanimous approval where noted.

The board adopted Resolution No. 007-25 to authorize payment to vendors in the total amount of $1,700,698.87 as presented by the county auditor, citing compliance with section 319.16 of the Ohio Revised Code. Commissioners also authorized several contracts and awards:

- A food-service agreement with Summit Food Services LLC to continue the Good To Go self-serve kiosk program for the sheriff's office and county at no cost to the county, effective through Dec. 31, 2025, with annual renewal possible by written agreement.

- Continued use of the Ohio Attorney General Bureau of Criminal Investigation (BCI) National WebCheck program for the Clermont County Department of Job and Family Services to obtain BCI and FBI background checks; the board acknowledged the current per-check rates ($22.00 for BCI, $25.25 for FBI) and authorized execution of the agreement contingent on purchase order release.

- Award and professional services agreement to MobileComm of Cincinnati for an enterprise-grade access control system, low bid totaling $581,859.94 with work to be completed within 365 calendar days of contract execution.

- Award to Rackham Boulevard Excavating Co. Inc. for the Rumpke Road area water-main replacement project (project no. 6401-60231) in Union Township for an amount not to exceed $2,183,577; the project will replace approximately 8,500 feet of cast-iron water main.

- Award to Dole Layman Ltd. for the Felicity wastewater treatment plant screen replacement (project no. 6402-60242) in Franklin Township for an amount not to exceed $497,000.

- Professional services contract with McGill Smith Puncheon Inc. for engineering design services on the Amelia Olive Branch Road water-main replacement project (project no. 6401-60249) for a cost not to exceed $138,800; the work includes replacement of roughly 7,500 feet of 8-inch main with 12-inch pipe along Amelia Olive Branch from Clough Pike to Taylor Road.

The board also approved four supplemental appropriations to the 2025 annual appropriation resolution for the municipal court (salaries and fringe-benefit adjustments totaling $65,960 across four line items) and acknowledged an updated Microsoft enterprise enrollment product selection form originally executed Dec. 18, 2024.

Separately, the commissioners voted to bring a previously tabled Clermont County Dog Kennel volunteer policy back for discussion and then re-tabled the policy to Feb. 12, 2025, to allow further revision and legal review. The board recorded the motion to table with a unanimous roll-call vote.

All listed motions passed by recorded roll-call votes with Commissioners Bonnie Bachelor, Claire Corcoran and David L. Painter each voting yes where the roll call was taken. The board recessed for an executive session under ORC provisions and returned with no action taken.
