Kelly McCormick invited commissioners to support Study Buddies, a program sponsored in part by San Dieguito For Drug Free Youth and area school districts. McCormick said high school volunteers help elementary students with homework once a week for about an hour and that applications are available on school counseling office desks and the program website.
Anne Hall, representing the Encinitas library, briefed commissioners on upcoming library programs including beginner comics drawing classes, 3D‑printing workshops, a new North County Robotics program for ages 13–17, a proposed fashion show tied to an Art Night event (deadline March 10 for entries) and the annual “One Book, One San Diego” nomination process.
On work‑plan updates and informational items, Recreation Services Manager Hamer reviewed a series of community outreach and departmental items. Staff announced the Parks, Recreation and Cultural Arts Department community grant application window opens Feb. 10 and closes Feb. 27 for the coming fiscal year (fiscal year notation in the meeting was stated as '20 '6). Hamer also highlighted upcoming events: Arbor Day (noted for April 5 at Cardiff Sports Park), Art Night (April 5, 5:30–8:30 p.m.), a spring egg hunt on April 19 (10 a.m.–noon), a movie in the park (May 3) and a Youth Piano Concerto Competition deadline on March 26.
Commissioners provided ad hoc committee updates: outreach at a recent tech tutoring event for seniors, plans to develop youth STEM kits and robotics guest speakers, a tour of the Pacific View Arts Center, and work on draft bylaws for the commission that have been submitted to the director and are under city attorney review. Staff said the bylaws will return to the full youth commission for review and a vote after city attorney approval.
