The decision allowed the applicant’s proposed color palette — including a vibrant yellow (Rio del Sol/Nyborg yellow) for the Copenhagen-facing building and a lighter “Bridal Blue” for the Alisal-facing building with dark half‑timbers — and confirmed that decorative red dormer trim shown in the renderings would remain.
The committee and applicant discussed finish technique; the applicant, identified as Saint George, said the team plans to apply a subtle sponged patina over the base coat to mimic aged European finishes. “We are going to use a sponge. We’ll actually add a little bit of brown and a little bit of gray ... it adds a very, very slight patina,” the applicant said.
Committee members asked for clarity about the exact parcel extent of the work; staff and the applicant clarified that the permit covers only APN 139-182-021 and that any adjoining property would need its own application. The applicant said he had asked neighboring property owners to cooperate informally in matching color across the arches, but staff said any extension onto a neighboring parcel would require a separate formal application.
A motion to approve the land use permit for the APN passed by roll call: Member Lapp Yes; Member Cavanaugh Yes; Member Martin Yes; Chair Jacobson Bates No; Vice Chair Dryden Hess absent. The motion therefore carried 3-1. Staff also said they would perform outreach to the neighboring property owner to encourage coordination, although any work on the neighbor’s parcel must return through the permit process.
Staff noted the project was categorically exempt from CEQA; committee members discussed texture and finish to ensure the painted surfaces would appear appropriately aged and compatible with Solvang’s “Old World” character.
What happens next: staff will document the approval and associated conditions for the permit; any extension of the paint into adjacent parcels must be submitted as a separate application.
