Riley County commissioners approve year-end purchases, contracts and appointments

Riley County commissioners on Dec. 30 approved a series of end-of-year items including equipment purchases, grant and permit agreements, advisory-board appointments and a personnel action following an executive session.
The commission voted to authorize purchase of a used 2006 Spartan Central States pumper for Riley County Fire District No. 1 for $85,000, with funds to come from RCFD No. 1 fund 184. The motion passed unanimously.
Commissioners also approved a 2025 special alcohol funds grant agreement between the City of Manhattan and Riley County Court Services; the transcript records the agreement but does not specify the grant amount. The commission approved a highway-use permit granting Evergy permission to install four poles and relocate existing power lines along Allen Street, with work to proceed as shown on the submitted map.
Also approved was a “first amendment” to the county's agreement with ACH (the county's correctional health-care contractor). The amendment adds the county as an additional insured on the contractor's general liability policy and was approved for insurance purposes effective Sept. 1, 2024.

The commission also replaced a resident law-board appointee, moving to remove Gary Olds and appoint Orville (Russ) Maupin (motion moved and seconded and approved).
The board recessed into executive session to hear an appeal of a disciplinary action under an exception to the Kansas Open Meetings Act. After returning to open session the commission moved that the record reflect approval of the disciplinary action reviewed in executive session and directed the county counselor to notify the parties.
