The Dane County Public Works and Transportation Committee on Feb. 25 recommended approval of a package of fund transfers, resolution awards and capital‑budget amendments related to highways, the Alliant Energy Center, landfill systems and county facilities.
The committee voted, by voice, to recommend approval of fund transfer No. 30 for Highway Capital/road and bridge work; to recommend approval of ordinance amendment No. 39 (clarifying that the parking ramp budget is now in the Department of Administration and adding language for digital pay options); and to recommend approval of resolutions 3‑29, 3‑33, 3‑45, 3‑46 and 3‑38. The committee also approved several action items related to building lighting/HVAC and minor jail construction revisions. Chairs and staff said most votes were unanimous with no recorded “no” votes on the floor during the meeting.
Why this matters: the approvals move design, professional services and short‑term contracts forward for projects county staff say are needed to keep construction and maintenance schedules on track. Several items — including bridge projects and landfill leachate work — reflect rising cost estimates or aging infrastructure that staff told the committee require additional funding or consulting help.
Key items forwarded by the committee (motions recommended/approved by voice vote): - Fund transfer No. 30 — Highway capital/bridge projects (recommended approval). - Ordinance amendment No. 39 — Moves parking ramp budget to Department of Administration and adds digital pay language (recommended approval). - Resolution 3‑29 — Award of contract for surge cleaning services at the Alliant Energy Center (recommended approval; forwarded to finance for timing/processing). - Resolution 3‑33 — Recognizing the Building Construction Trades Council of South‑Central Wisconsin as the exclusive bargaining representative for certain craft employees (recommended approval). - Resolution 3‑45 — Award of agreement for a remote monitoring/control system for landfill gas wells (recommended approval). - Resolution 3‑46 — Award of agreement for professional engineering services for landfill leachate system upgrades (recommended approval). - Resolution 3‑38 — Amendment to the 2025 capital budget to add design and reconstruction work on County Trunk JJ (recommended approval). - Action Item 3‑63 — Lighting/HVAC adjustments in county office area (approved). - Action Item 3‑94 — Minor mechanical/electrical revisions to the Public Safety Building (jail project) (approved).
Most motions were moved and seconded on the floor and carried by voice vote. Several items were described by staff as joint projects with municipalities or the Wisconsin Department of Transportation and as subject to increased costs from inflation, material lead times and unforeseen conditions.
The committee chair noted some items will next go to the finance committee for final processing or scheduling; staff indicated timing requests (for example, surge cleaning services at the Alliant Energy Center were anticipated to be needed in March).
