Hardee County will move Hardy High football to SSAA, form Heartland conference for smaller schools

Hardee County School Board members heard a presentation Tuesday from the superintendent and Hardy High School head coach explaining why the district will move its football program into the Sunshine State Athletic Association (SSAA) for football only and join a new Old Heartland Conference of seven like-minded schools.

Coach Bridal told the board that changes in school choice, home-schooling and name-image-and-likeness payments have increased recruiting and roster instability across Florida high school football. He said the SSAA "absolutely tolerates 0" recruiting violations and has an enforcement process that can remove members for violations; that discipline and stricter enforcement were a major reason he sought membership.

Bridal said Hardy High was invited to apply and was accepted. The Old Heartland Conference will include Hardy High, DeSoto, Lake Placid, Avon Park, Frostproof, LaBelle and Lemon Bay; the conference will govern annual scheduling and set conduct expectations such as no recruiting and no mid-season cancellations. The conference will be primarily a football arrangement and will include a conference championship; bylaws and officers have been established.

Coach Bridal and the superintendent said the move affects football only; other sports remain in the Florida High School Athletic Association (FHSAA) unless those sports apply separately to the SSAA. The SSAA's playoff selection uses regional rankings and strength-of-schedule algorithms similar to FHSAA methods, and the league requires one mandated SSAA game per season. Referees will continue to be hired through the usual local officials'association, the Gulf Coast Officials Association, so game operations and officiating will not change.

Board members asked how the SSAA would handle transfers and recruiting complaints. Bridal said the SSAA requires justification for transfers and will investigate complaints; he said, "If I find any evidence, you're out. Just done. You're just done," recounting the SSAA's enforcement standard he was told.

The move is intended to give Hardy High a more level competitive field and to restore local rivalries and scheduling stability. The district will remain an FHSAA member by law for non-football sports. Bridal said the Old Heartland Conference schedules seven recurring opponents each year, reducing the uncertainty and travel burden of assembling nine or ten opponents ad hoc.

The board did not take a formal vote to change membership at the meeting; staff said the acceptance and football-only application process does not require immediate board action, but Bridal said the athletic director and principal were involved in the application and a public announcement by the SSAA was expected after the board was briefed.
