Board hears update on state budget impasse and pending building-assessment bill

She also noted DCIU training and parent education offerings, including an executive-function workshop on Nov. 13.
A PSBA (Pennsylvania School Boards Association) delegate report by Miss Wiedemann summarized recent conference activity and changes to PSBA priorities. The association amended priority language to discourage use of artificial intelligence or large language models to assess or screen student-written responses on statewide standardized tests, updated language around diversity and hiring, and elevated the transportation mandate in its advocacy priorities.
Legislative update: Dr. Shelton, reporting from the Delaware County School Districts’ legislative council, described a continuing state budget impasse and a recently-passed House bill under consideration in the Senate. "Pennsylvania has now gone more than a hundred days without a state budget," Shelton said, and the impasse has delayed about $3,760,000,000 in payments to Pennsylvania school districts statewide. Dr. Shelton noted that House and Senate budget proposals differ significantly in total and in education funding, and that the council is tracking more than 300 education-related bills in committee.
Shelton also described House Bill 1701 (identified in the meeting as House Bill 1701), which would establish a statewide system to assess the condition of public school buildings and require districts to report building data — size, age, capacity and ownership status — by December 2027. The stated aim is to inform future state funding for school facilities.
