Platte County approves $1.67 million in trail contracts for Prairie Creek Greenway and Running Horse Road

Platte County commissioners voted 3-0 on Oct. 6 to award two contracts for trail work: a $960,883.40 contract to Superior Bowen Asphalt Company LLC to resurface the Prairie Creek Greenway, and a $712,420 contract to Julius Gas Construction Company Inc. to construct the Running Horse Road/sidewalk connection.
The projects were presented by Daniel Erickson, Platte County parks and recreation director. Erickson said the Prairie Creek Greenway is an approximately 7-mile trail network built in sections over about 20 years; the resurfacing will replace the existing asphalt lift and, he said, “be a very significant project” that should keep the trail in good condition for about 20 more years. Erickson described the Running Horse Road work as a sidewalk and crossing project to connect the Timber Park neighborhood and the Prairie Creek Greenway to the Platte City community center and library.
“The goal of this project is to connect the Prairie Greenway to the Platte City network, in particular the community center and the library,” Erickson said during his presentation. He told commissioners the Running Horse component includes expanded sidewalk segments, a safe pedestrian crosswalk at the intersection of 136 and Running Horse Road and a connection into the Timber Park neighborhood.
Erickson said staff received multiple bids for both projects. The county auditor certified funds are available from a capital maintenance fund established within the parks operation budget, and county counsel reviewed the contracts. The county awarded the Prairie Creek resurfacing (CO138/CO139) to Superior Bowen and the Running Horse trail construction (CO140/CO141) to Julius Gas Construction; both motions passed on roll call, 3-0.
Commissioners who spoke said the projects address safety concerns where residents currently cross multiple lanes of traffic to reach the trailhead, and they noted recent local ribbon-cuttings and an ongoing county commitment to expanding trails. One commissioner described personal experience living in Timber Park and the frustration of not being able to safely push a stroller to the library; that commissioner said they were “ecstatic” the connection is moving forward.
Staff estimates: Prairie Creek Greenway network ~7 miles; Prairie Creek resurfacing contract $960,883.40; Running Horse contract $712,420. Funds certified available by the county auditor; contracts reviewed by county attorney.
The projects are slated to begin according to contract schedules; commissioners did not set separate dates in the meeting. County staff will oversee contractor scheduling and construction oversight and report back to the commission as required.
