Independent auditor finds Measure X expenditures consistent with ballot language

CliftonLarsonAllen, the city's contracted accounting firm, reported to the Measure X Citizen Oversight Committee that its agreed-upon-procedures review of Measure X revenues and sampled expenditures found the city's listings accurate and in compliance with the ballot language.
The auditor's report covered Measure X revenues of $83,600,000 and uses/expenditures totaling $78,500,000 for the fiscal year the firm examined. "We did find that the listing, the detail in this report is accurate and that those uses are in compliance with the ballot the ballot language for measure x," said Cassie Rademacher, principal with CliftonLarsonAllen.
Rademacher described the firm's approach: the team agreed monthly remittances to supporting remittance documents and used AICPA sampling guidance to select transactions for testing. She said higher-dollar items were all selected and smaller items were tested via statistical sampling; source documents reviewed included checks, invoices and payroll reports.
Committee members asked clarifying questions about the scope of sampling and how much actual dollar value was covered by the tested sample. Rademacher said that, while the methodology is specified by AICPA guidance, she did not have the exact total dollar amount of sampled transactions available at the meeting.
The committee discussed the nature of Measure X as funding that ultimately flows into the general fund and is reported in labeled buckets so residents can see how dollars are being used. Committee members thanked the audit team and noted the city's continued timely issuance of audited financial statements.
The auditor delivered the report to the committee during the meeting and took questions; the report and related supporting schedules accompany the city's posted Measure X documents.
