Committee receives midyear management audit report and asks clerk to place contract-extension item on Board agenda

The Finance and Government Operations Committee on Jan. 22 received the midyear report from the Management Audit Division on its FY 2024-25 work plan and directed staff to initiate next steps on the county's independent auditor contract.
Cheryl Solove, management audit manager, told the committee the division has issued two final audits (roads maintenance and district attorney administrative functions), one confidential draft (extra help audit), launched five audits and begun a sixth, and has recorded roughly 55,100 hours of work to date, about 4,500 hours of which were for the work-plan audit.
During discussion, a committee member noted Harvey Rose has served as the county's independent auditor for many years and said the county had not run a competitive solicitation for the contract since about 2010. The same member moved to direct the clerk of the board to place an item on the Feb. Board of Supervisors agenda recommending a short-term single-source contract extension for Harvey Rose while the clerk's office and county counsel develop and implement a competitive solicitation for management audit services. The mover stated the motion was not prompted by specific dissatisfaction with Harvey Rose but by a desire to ensure regular review and procurement best practices.
Cheryl Solove said the audit division would work with the clerk's office and county counsel and could reuse materials from the prior RFP process.
The committee voted to receive the report and to forward the motion; roll call recorded the motion as passed. No public comments were made on this item.
The committee requested the clerk of the board and county counsel recommend an appropriate short extension period and to begin work on a competitive solicitation so prospective firms, including Harvey Rose, can respond.
No final contract award or duration was approved at the committee meeting; the motion directed the clerk to place a recommendation for a short-term extension on the Board of Supervisors agenda and to begin preparing a competitive solicitation.
