Planning and Zoning Commission updates bylaws to allow extended service in vacant seats and establish work plan timing

The West Fargo Planning and Zoning Commission approved updates to its bylaws intended to align written rules with current practice, address persistent vacancies in extraterritorial seats, and establish a process and timing for an annual work-plan review.
Key revisions approved include language allowing members to serve more than two consecutive terms when there are no other applicants willing to serve; clarifying the nonvoting, ex officio membership and participation of the city attorney, city engineer and city commission president; temporary reduction of the quorum requirement from four to three members when the commission has two or more vacancies; and staff responsibility to maintain a work plan the commission will review annually (staff recommended January as the target month for that review).
Why it matters: The changes are administrative but address recurring staffing and quorum challenges that affect the commission’s ability to consider applications. Commissioners said the update responds to difficulty filling extraterritorial seats and will help maintain continuity.
Discussion and adoption Staff described the intended changes as minor cleanups and explained the work-plan language would allow the planning needs assessment and other priorities to be tracked and updated. Commissioners asked that the bylaw language specify a month for the annual review; staff suggested January and the approved motion included the change to insert a month for the work-plan review.
The commission moved and seconded the update with that single edit and approved it by voice vote. Staff also notified commissioners that the city has contracted with HKGI for the growth-area master plan and that initial outreach and possible commission involvement could begin as soon as the following month.
Less urgent detail: The change adjusting term limits is intended as a remedy when no other applicants for extraterritorial seats come forward; the temporary quorum reduction is limited to circumstances with two or more vacancies and will revert once seats are filled.
