County manager updates commissioners on state legislative session; MARTA appointments and other bills tracked

County staff provided a state legislative update during the Feb. 5 Fulton County Board of Commissioners meeting, covering delegation meetings, priority bill tracking and several local and statewide items.
Staff said both the House and Senate state delegations have convened and re-elected chairs; Fulton County presented its priorities and will continue to coordinate on bills affecting judicial officers, behavioral health, and other county interests. Staff identified several items they are monitoring, including a bipartisan Medicaid-related expansion bill, House Bill 179 (allowing digital recorders to supplement court reporters), an HOA accountability measure, and proposed changes addressing compensation supplements for superior court judges.
The briefing also described the current appointment structure for the MARTA board: Fulton County has one appointment (a resident of South Fulton), North Fulton mayors provide recommendations for two appointments, the City of Atlanta has three unrestricted appointments, DeKalb County has three appointments plus a mayors’ caucus appointment, Clayton County has two appointments, the governor appoints one Marta‑jurisdiction resident, and two ex‑officio members exist. Staff committed to clarifying whether certain local caucuses make recommendations or hold appointment authority.
Commissioner Marvin Arrington asked the board to add a legislative item to address OCGA 31‑11‑3 governing the Region 3 EMS council and its appointment/contract structure, citing recent local deaths and apparent slow EMS response times. The motion to add that item to the county legislative agenda received no second and was not added at the meeting. Staff said they will circulate more detail and bring additional clarifications to future agendas.
Staff also flagged that the governor has proposed tort‑reform language affecting premises liability and that a state arts budget reduction and potential NEA funding freezes remain matters for county monitoring.
The county will return to the board for updates as bills move through the legislature and as staff clarifies appointment authorities and cost/impact estimates for items the board is monitoring.
