Magistrate orders demolition or permit-based repairs for blighted mobile home in Cedar Grove

Bay County Special Magistrate Tiffany Sarto accepted code enforcement's recommendation on Thursday to require action on an unfit, unsafe mobile home at 2335 Douglas Road, Lot J, in the Cedar Grove area.
Investigators first flagged the double-wide mobile home after a September 2023 complaint and subsequent inspections by code enforcement and the building department. Building Inspector Scott Thorpe described rot, missing trim, tarps and roof deflection, gaps around windows and doors filled with foam, and collapsing ceilings and floors. The building inspector concluded the unit was an "unfit, unsafe mobile home." Investigator Tony Bruning testified that the mobile home park changed ownership (Hidden Oasis Estates LLC) and that the mobile home at issue is abandoned and ownership of the unit is unknown.
Code enforcement recommended a 30-day compliance period for the owner to either apply for and obtain a demolition permit and remove debris, or submit detailed repair plans prepared by a Florida-licensed design professional showing repairs consistent with the original manufactured-home construction. The recommendation included permit review and inspection requirements and a $1,000 fine if the owner fails to comply, and the magistrate accepted that approach.
The magistrate scheduled a compliance hearing for March 20, 2025 at 1 p.m. and said the county is authorized to abate the mobile home and assess costs if the owner does not undertake the required steps within 30 days.
