The Roseville City Council on Oct. 27 voted unanimously to adopt a recodified version of the city code, approved updates to the city’s appointment and reappointment policy for advisory commissions, and adopted updated rules for remote participation that align with changes in Minnesota’s open-meetings law. The council also approved its consent agenda, which included payments and grant actions.
Assistant City Manager Rebecca Olsen told the council the appointment-and-reappointment updates formalize current practice — including allowing staff to contact expiring commission members verbally or in writing and reflecting the council’s prior direction to require a reappointment application. “This is simply updating what kind of goes in the staff report for reappointments,” Olsen said.
On the city-code recodification, Olsen said the project began in 2022 and Municode normalized the city’s ordinances into a searchable online code. “We started this process back in 2022,” she told the council, describing a multi-stage review that removed substantive edits and corrected obsolete text and cross-references. Council adopted an enabling ordinance and a companion resolution authorizing a published summary; the resolution required a two-thirds majority and passed unanimously.
Remote participation rules were updated to reflect changes in state law that remove the requirement to disclose a remote participant’s physical location and remove the earlier three-meeting exception for military or medical reasons. The council preserved a local expectation that commissioners provide at least one business day of notice for remote participation and adopted the updated procedures unanimously.

The recodification will make the whole municipal code searchable online and will be updated quarterly; staff said published online changes are expected to appear within 24 hours of newly adopted ordinances. Councilmembers commended staff for the multi-year effort to modernize and correct the code.
What’s next: Staff will publish the recodified code online via Municode with quarterly supplemental updates, implement the revised commission appointment process and remote-participation procedure, and proceed with the accepted grants and purchases as described in the consent items.
