Lancaster City board recommends fiber-cement siding on rear dormers at 126 East King Street

The Lancaster City Architectural Review Board voted to recommend that City Council approve a Certificate of Appropriateness to replace existing wooden siding and trim with James Hardie fiber-cement product on two rear dormers at 126 East King Street.
Suzanne, the board's preservation reviewer, told the board the front dormers are original to the circa-1802 structure and elaborate, while the rear dormers are plainer and set well back from the public right of way. Suzanne said substitution of a fiber-cement product on rear side elevations can be appropriate and referenced the Secretary of the Interior's Standards for Rehabilitation, citing Standards 2, 5 and 6.
Ray King, general manager of Kautz Construction, said the work is part of a roofing replacement on the rear half of the building and that the rear dormer siding is rotting. "We're proposing James Hardie fiber cement siding," King said and provided a physical sample to the board. King described trim and profile dimensions the applicant intends to use: 1-by-8 trim boards at each face, a 1.5-inch-by-6-inch sill, a 1-by-6 skirt below the sill, siding in the triangular field above the window, and replacement of the existing crown molding with a similar profile.
A board member moved to recommend City Council approve the Certificate of Appropriateness "per the submitted proposal," citing conformity with the Secretary of the Interior's Standards numbers 2, 5 and 6. Julie seconded the motion. The board held a voice vote and the motion carried; no roll-call tally was recorded in the transcript.
The board noted that because it is a recommending body the item will proceed to City Council; staff indicated they expect that meeting to be on Dec. 10 and that applicants need not attend. Staff also noted the applicant already has a roofing permit and that this work will be added to that permit once the council acts.
