The motion, made and seconded during the new-business portion of the meeting at 44 Susquehanna Street in Bimthorpe, passed with voice votes of "aye." Commissioners also approved minutes for April and a corrected set of February 2025 minutes earlier in the meeting.
Commission members said the fenced area would be used only for shelter dogs and staff-supervised meet-and-greets, not as a public dog park. The commission discussed two possible locations: the grass next to the memorial garden and a small corner parcel across from the memorial garden. Members said the enclosure would give dogs a place to run and allow staff to observe off-leash behavior for enrichment and adoption screening.
The commission noted liability concerns historically associated with opening shelter facilities to the public and said that limiting use to shelter dogs and staff should mitigate that risk. One commission member said a nearby municipal dog park project (referred to in the meeting as Pascagone) is being developed for public use; the shelter proposal is intended to support shelter operations and adoption screening rather than replace public facilities.
