Public Works awards $6.72 million pavement and sewer contract to Ronan Construction

The San Francisco Public Works Commission on May 22 voted to award a $6,718,865.40 contract to Ronan Construction for the Various Locations Pavement Renovation No. 69 and sewer replacement project, with a contract duration of 786 calendar days.
The project manager, Edmund Lee of San Francisco Public Works, told the commission the contract covers resurfacing in Districts 7 and 8 — including Forest Knolls, Forest Hill Extension, Parnassus, Ashbury Heights and Corona Heights — and includes resurfacing on 45 blocks, 32 intersections and construction of 50 curb ramps. The San Francisco Public Utilities Commission (SFPUC) is participating; Lee said SFPUC work accounts for roughly one-third of the contract and is limited to sewer rehabilitation and lining on 18 blocks.
Lee said the contract was advertised January 2025, received seven bids and that Ronan Construction submitted the lowest responsive bid after local-business discounts. The project team’s engineer’s estimate was about $7.1 million; the awarded price is about 6% below that estimate and the average of the bids was slightly over $7.5 million. If the commission’s approval was enacted on schedule, Lee said construction was anticipated to begin toward the end of 2025.
Commissioners discussed geographic distribution and the value of the visual maps showing project limits. Commissioner Paul Wolford moved to award the contract; the motion carried with Chair Lauren Post, Commissioner Wolford and Commissioner Eleanor Bloom voting in favor.
The commission’s resolution and contract documents will be posted to the commission’s website. Staff said they plan to include large repaving projects in a future annual update to the commission so members can review progress collectively.
Ending: The commission took the vote as part of its regular meeting agenda May 22; construction scheduling and pre-construction outreach will be handled by Public Works and SFPUC project teams if the contractor’s bonding and insurance reviews are completed.
