Council creates dedicated stormwater enterprise fund (Fund 52)

Toquerville City Council on Feb. 19 approved Resolution 2025 to create a dedicated stormwater enterprise fund, to be established as fund number 52.

City staff explained the change is an accounting and transparency measure: stormwater fees currently flow into the city’s general fund and are then used for stormwater expenditures. Creating Fund 52 will separate stormwater fee receipts and stormwater expenditures so the city can track whether the system is accruing or drawing down resources. Ben, a city staff member who presented the item, said “What this proposal is doing is is kind of typical for municipal government. It's pulling out these fees and putting it in its own fund.”

Staff noted the city’s stormwater system includes about 38,000 linear feet of underground stormwater pipe, and that the new enterprise fund will make it easier to track costs and investments for that system. The council clarified this resolution creates the fund but does not immediately change the current fiscal-year budget; proposed budgeting for the new fund will be included in next year’s budget process.

Motion and outcome: a council member moved to approve Resolution 2025 creating enterprise fund 52 for stormwater; the motion received a second and the council approved the resolution by roll-call vote.

Next steps: staff will move stormwater fee accounting into Fund 52 and propose a formal budget for the fund in the next fiscal-year budget process. The council and staff discussed which capital and impact-fee proceeds would be reclassified into the new fund when budgeting occurs.
