Sandeep Khaturiya, Collin County’s director of building projects, told Commissioners Court the county’s major campus and regional construction projects are making steady progress in the fourth quarter of FY2025.
Khaturiya said the adult detention facility’s medical and mental-health phase is about 64% complete. The total construction cost to date, including change orders, is $111,800,000; the quarter recorded five change orders totaling $366,922, and cumulative change orders total $6,400,000 (about 6.09% of the total cost). The county is targeting July 9 for substantial completion of that phase, and Khaturiya said no weather-impact days were recorded this past quarter.
The healthcare and medical examiner buildings and associated parking garage are also under way. The project’s total cost including change orders is $63,300,000; four change orders this quarter added $659,000 and total change orders to date are $1,560,000 (about a 2.53% increase). Khaturiya told the court the parking garage shows 447 spaces in project documents and that the garage’s substantial completion target is June.
Khaturiya said the central utility plant modular build is 86% complete, with target substantial completion in March next year and the modular unit due on site by year end. Other updates included:
- Juvenile probation interior renovation at 920 East Park Boulevard in Plano: about 50% complete, expected mid-February next year.
- Courthouse expansion: concept design approved; contractor/CMAR negotiations are in progress with construction targeted for spring next year.
- Animal shelter adoption facility: concept design nearing completion; anticipated construction start early next year.
- Kitchen relocation to the old booking area (for jail kitchen): concept design and CMAR solicitation in progress; anticipated construction start end of next year. The former kitchen area is planned for laundry expansion and storage, Khaturiya said.
- Energy efficiency project replacing fluorescent bulbs with LED lighting at the courthouse and administration building was completed this past quarter.
Commissioners asked for clarification on garage capacity and the judge requested that future quarterly presentations be included in the meeting packet and posted to the county website so members can review them in advance. Khaturiya agreed to provide the full presentation with the next quarterly update.
