Collin County Commissioners approved several consent and budget items during today’s session, including personnel promotions, a specialty-court budget amendment and a city cost-share for a roadway improvement.

The court approved on voice vote a consent package that included promotions in the District Attorney’s Office. Commissioner Hale read the list of promoted employees and moved approval; the motion carried 4-0.

Christine Malone, first assistant county auditor, presented a budget amendment of $294,240 for the specialty court 1050 fund. Malone said the amendment accounts for program fees received and allocates those funds to participating courts for fiscal year 2026. The court approved the budget amendment by voice vote, 4-0.

The court also approved a $200,210 budget amendment to record and move into the proper revenue account a cost-share payment from the city of Lowry Crossing toward construction of a portion of Road 398 adjacent to a development. County staff said the payment arrived as a check and must be posted to revenue and transferred to the appropriate project account. The motion carried 4-0.

A requested creation of one Deputy District Clerk II position and an associated budget amendment — originally placed in contingency for FY2026 — was postponed at the joint request of District Clerk Mike Gould and County Administrator Yoon Kim so staff can gather additional data, including security considerations and whether the matter requires executive-session discussion. The court granted the postponement.

The court also took a procedural vote to approve the Health Care Foundation consent agenda; that motion passed 4-0.
