DeLand Planning Board approves parking variances for Waltz Avenue homes

The DeLand Planning Board on Oct. 9 unanimously approved variances V25140 and V25142 to reduce the required number of parking spaces for four single‑family residences on Waltz Avenue from four spaces to two.
Planner Sam Nelson told the board the four parcels are in the Core Gateway District and are “roughly one third of an acre” each; he said the applicants asked to “reduce the required number of parking spaces for single family residence from 4 to 2” because historic trees and lot widths make widening driveways impracticable.
Nelson said there is no requirement for exterior parking in the Core Gateway District and that surrounding properties do not meet the current four‑space standard, noting that past construction predated the present standard. He told the board the parcels are slightly nonconforming in width and that prior site conditions create a hardship that supports the variance requests.
There were no public speakers on the items. After brief discussion the board voted on each variance separately. The roll call for V25140 and V25142 recorded affirmative votes from Nora Lewis, Dawn Liska, Troy Baumgartner, Harper Hill and Jeremy Owens; both motions passed unanimously.
The approvals allow the four parcels identified in the applications to provide two parking spaces each rather than the four spaces required by code for single‑family residences within the Core Gateway District. The staff report and the applicant’s plot plans were entered into the record and are intended to support the applications.
