Kanarraville board approves subdivision plan, culinary water master plan and purchasing policy; approves house addition and monthly expenditures

At its Feb. 13, 2025 meeting the Kanarraville Town Board approved three ordinances and several routine items, including a homeowner’s building addition and the town’s monthly expenditures.
Ordinances and roll-call votes - Ordinance No. 02-13-25 (revising the Kanarraville Town Subdivision Plan) was approved by roll call after a staff presentation noting that planners held a public hearing and there were no public comments. Board members present voted to adopt the ordinance. - Ordinance No. 02-13-25(a) (updating the culinary water master plan) was approved by roll call. The board said the update was funded by a grant that is paid and the check has been released; staff reported a finished product after several meetings. - Ordinance No. 02-13-25(b) (revising the purchasing policy) was approved by roll call. The primary change removes purchase orders and raises the bid/contract threshold (discussed in the meeting as moving from about 15,000 to roughly 100,000) to align the policy with current town practice.
Votes at a glance: each ordinance was adopted on roll-call votes of councilors present; Councilor Brandon Johnson, Councilor Jared Blackburn and Councilor Tony Sugar were recorded saying “yes” during roll calls and other councilors present answered affirmatively.
Other actions - The board approved the monthly expenditures and the budget as presented. A motion to approve monthly expenditures (for the meeting date) passed on a voice vote. - The board granted approval for an owner, Thane Williams, to build an addition of 102 square feet at 70 West 200 South; Platt and Platt prepared plans and the applicant is working with county staff on building permits. The motion to approve the addition was made and seconded and carried by voice vote. - The Jan. 9, 2025 town-board minutes were approved.
Work meetings and planning Clerk/staff circulated a proposed schedule of work meetings from February through June with suggested topics: February — water rates, impact fees and a facilities management plan (staff recommended these as first topics and noted a water-rate worksheet from Sunrise is available); March — capital projects, new post office and fire station; April — departmental budgets and property-tax discussions; May–June — annexation criteria and boundary revisions. Board members asked staff to redistribute the water-rate worksheet so members can prepare for the February work meeting and asked each department to prepare a wish list for the April budget work session.
Floodplain update and property sale A board member reported attending an Iron County floodplain meeting (phase 2 mapping) and brought the town maintenance worker, Frankie Kentsales, who expressed interest in participating with floodplain management. The town expects the new maps in about two years and noted that future local ordinances and federal flood-insurance requirements will follow. The board also announced the sale of a lot on Main Street; staff said the town expects receipt of funds shortly (transaction settlement timing noted as Monday/Tuesday after the meeting).
