The Bryan City Council voted to postpone consideration of annexation case ANNEX23‑07 to its first April meeting after the applicant said specialized testing was still in progress.
Paul Shepherd, representing WBW Development, told the council the developer has been working since October with a Houston firm on specialized borings and gas probes needed to complete environmental testing. Shepherd asked the council to postpone the item until the testing is complete and results are available, saying results were expected by March 3.
City staff confirmed the applicant’s request and noted annexation is voluntary; staff and the council may take the matter up when the developer represents the case again. A council motion to postpone to the first meeting in April was made, seconded and approved unanimously.
Council members and members of the public who spoke during the public hearing raised infrastructure concerns tied to annexations more generally — including road safety, traffic at Leonard Road, and water and wastewater needs for developing subdivisions — but the council’s formal action at the meeting was limited to postponement.
The postponement does not grant annexation; the applicant must return with required test results and any supplemental materials for future council consideration.
