The council approved payment of bills totaling about $83,800, received and filed the monthly report for Kern County Fire Station No. 21 for January 2025, authorized a city-owned building lease to Westside Hay LLC, and approved travel expenses not to exceed $1,500 for the planning director to attend the American Planning Association National Planning Conference in Denver from March 28 to April 1, 2025. The council also found each of the listed activities to be not a project under the California Environmental Quality Act per the staff recommendations citing CEQA Guidelines sections 15060(c)(3) and 15378.
A motion and second to approve consent calendar items 8 through 12 were recorded; the clerk called the roll and the measure passed on a 4-0 vote. Council members Kreier, Waldrop and Chavira answered “yes,” as did Mayor Noor; Mayor Pro Tem Bryant was absent with notice.
The items were presented as routine. The travel approval limits the city’s expense exposure to $1,500 for the planning director’s attendance and requires staff to process travel per city policy. The Westside Hay LLC lease was presented as a standard city-owned building lease; the staff report recommended approval and an identical CEQA finding.
No council member asked to remove any consent item for separate discussion and no additional conditions were recorded during the public meeting. The council moved next into closed session at the end of the open meeting.
