Tulare County supervisors approve consent calendar, form districts and authorize litigation in closed session

The Tulare County Board of Supervisors took several unanimous actions during its meeting Feb. (meeting date on file), including approval of the consent calendar, formation of two assessment districts in Goshen, approval of a $2 million Kingsview behavioral health contract and authorization for county counsel to initiate litigation.

The board approved consent calendar items 6 through 17 on a motion from Supervisor McCarty, seconded by Supervisor Valero; the clerk recorded the motion as passing unanimously.

Earlier in the meeting the board heard and approved two assessment districts for Tract 835 in Goshen to fund storm drainage and road maintenance (see separate staff presentations). Ballots mailed to property owners were weighted by proportional financial obligation; the clerk reported 86.66% yes for the storm drainage district and 84.16% yes for the road district. The board adopted both districts and will place the assessments on the affected property tax rolls.

The board also approved a $2,000,000 contract with Kingsview for field-based specialty mental health services aimed at unhoused and at‑risk residents; the contract will be funded from the county’s Behavioral Health Services Act allocations.

After returning from closed session the board reported it had authorized county legal counsel to initiate litigation. County counsel said the board approved a motion — made by Supervisor Larry Mercari and seconded by Supervisor Dennis Townsend — authorizing counsel to commence litigation; particulars will be disclosed after action is formally commenced unless disclosure would jeopardize service or settlement negotiations. The counsel reported the motion passed 5‑0.
