Staff said the draft progression language proposes multiple paths for promotion (state FAST/STAR diagnostic thresholds, report-card grades, portfolios and other good-cause exemptions) similar to practices used in middle and high school.
Board members questioned the operational impact of raising the promotion standard (moving from a level 2 to a level 3 requirement on state assessments) because a higher standard could substantially increase the number of students who might not automatically qualify for promotion. District assessment staff said that, using recent year data, adopting a higher threshold would expand the pool of students flagged for additional intervention and potential retention; staff and board members agreed such a change would need a clear multi-year support plan before being implemented.
By consensus the board asked staff to keep the promotion threshold aligned with the state level-2 standard and to return with more detail about supports, Summer Learning/Good Cause pathways, and communications to families. Staff also agreed to include a plain-language district statement that grade-level proficiency is the districtexpectation even when promotion exceptions exist.
No final vote was taken; policy language will return to the board for a formal adoption vote after staff integrates the requested clarifications and communication materials.
