The Taylor City Council on Jan. 9 approved a 100% roadway impact-fee credit for the Park 79 industrial development on West Second Street, allowing the developer to receive credit against impact fees for constructing a section of County Road 401 (Wing Street).
City staff said the developer will construct road, drainage and utilities, and dedicate the resulting road to the city. Staff estimated the cost of the road portion at about $2.5 million and said the impact-fee credit calculation based on building size and use was about $2.1 million; under the city’s rules the applicant can apply up to 100% of the eligible credit toward the constructed roadway.
Jeff Stringer of Quanta Partners, representing the developer, said the work will include water and sewer extensions under the road to city standards and a TxDOT-required 650‑foot right-turn lane at the nearby intersection. Stringer said the developer is spending roughly $6 million on infrastructure across the site and will build Wing Street to provide future access for other parcels. He also said the developer is the only site owner in the immediate area with sewer service and that utilities stubs will be left for future properties.
Councilman Garcia moved to approve 100% of the roadway impact-fee credit for the Park 79 development; the motion was seconded and carried with unanimous approval by members present.
Staff noted the road will become a city street once constructed to city standards and that credits are being applied because the roadway is part of the city’s 10-year capital improvement plan.
