Board issues two compliance certificates, approves truck-stop license and one ownership transfer

The Louisiana Gaming Control Board voted to issue two annual certificates of compliance and approved two licensing actions during the meeting.

The board accepted an AVS inspection report and voted to issue a certificate of compliance to Louisiana iGaming (doing business as BoomTown Casino New Orleans). Assistant Attorney General Kenneth Lewis Jr. presented the matter and AVS representative John Francik reported that AVS completed the required annual life-safety inspection and a September 19 follow-up reinspection found no remaining deficiencies. The certificate, when issued, will expire on Oct. 31, 2026. The motion to issue the certificate was moved by Judge Scholes and seconded by Hamilton Acker; there was no recorded opposition and the motion carried.

The board then considered a certificate of compliance for Catfish Queen LLC (doing business as Belle of Baton Rouge). Assistant Attorney General Kenneth Lewis Jr. reported that the Louisiana State Fire Marshal conducted the inspection on Sept. 18, identified deficiencies that were corrected the same day, and that a follow-up inspection found no outstanding issues. The board moved to issue the certificate, which will also expire on Oct. 31, 2026. The motion was moved by Ms. Lewis and seconded by Ms. Traylor; there was no recorded opposition and the motion carried.

Under video gaming matters, the board approved an original type-5 video draw poker license for 5303 Paris LLC (doing business as Paris Casino), a truck-stop facility in St. Bernard Parish. Assistant Attorney General Matthew Meek introduced the application. Investigator Lehi Barrett (recorded in the packet) and Criminal Investigator Glenn Barrett reported that the site met the video gaming law’s criteria for a qualified truck stop: the truck park can accommodate 50 tractor-trailers, travel lanes meet ingress/egress requirements, and on-site services include a trucker lounge, full-service laundry, private showers, a convenience store and maintenance service. The chairman abstained from the vote; Judge Scholes moved the approval and Miss Becknell seconded. The board recorded no opposition and approved the application.

Finally, the board approved a transfer of membership interest in Red River Casino LLC. The record showed that on Aug. 11, 2025, Glue Hammersal Rahmani transferred 5% of his membership interest to Rahim Amin Rahmani; following the transfer, Glue Hammersal Rahmani holds 95% and Rahim Amin Rahmani holds 5%. Investigator James Canning reported no information that would preclude approval. The motion to approve the transfer was moved by Mr. Langley and seconded by Ms. Lewis; the board voted in favor and the motion carried.

All four items were handled as motions with recorded movers and seconders; where the transcript recorded the chairman’s abstention, that abstention is noted above. No additional conditions or follow-up assignments were recorded in the transcript.
