Eagan Art House, community center and Goat Hill work to finish; geothermal wells being drilled at Art House

Tanya Mozingo and other project staff said interior finishes are in progress at the Art House, with painted walls, windows and polished concrete floors planned for public areas. Staff reported on a geothermal system under construction: contractors were drilling approximately 40 wells at the Art House site and staff said those wells are about 200 feet deep. Project staff said the geothermal field and mechanical systems must be tested before public occupancy can be completed.
The Art House timeline shared with commissioners includes a phased opening for summer camp operations and a broader public grand opening planned around events in September. Staff said some final mechanical, tile and finish work will continue after initial public use begins.
At the community center, staff reported structural framing and earthwork activity and described some site constraints caused by maintaining building operations while construction proceeds. Staff noted underground equipment and mechanical systems are being installed to allow the facility to meet ventilation, heating and cooling needs without large rooftop mechanical units.
Goat Hill’s covered refrigerated rink remains an operational focus for maintenance and programming; staff said some punch‑list and earthwork items continue but that the facility has been opened to the public for skating. The project lead said some limited construction activity will continue there this summer.
Staff also updated the commission on permitting and procurement steps, noted potential material‑cost and interest‑rate pressures on public projects and described strategies to mitigate those factors, including early procurement of critical components and multiple bid packages. A federally funded voucher program for LED lighting upgrades on parking lots and facilities was discussed; staff said work was completed but that federal timing issues could delay receipt of the voucher funds.
Important dates provided to the commission included an internal ribbon‑cutting target in early June and summer camp start dates in mid‑June, with a formal grand opening planned for mid‑September tied to community events.
