The City of Kenai Planning and Zoning Commission on Jan. 8 recommended that the City Council approve a preliminary plat (Barber Heights) and approved forwarding an ordinance that would designate airports as a principally permitted use in the airport light industrial zone.
Barber Heights preliminary plat (Resolution PZ 2025‑01): Planning staff described the plat for Lot 1, Rydell Subdivision (location at 5450 King Salmon Drive, a city‑maintained gravel road on the city’s southeast edge). Staff noted that the subject parcel (Lot 1A) lies technically in the borough but is adjacent to an existing city residence; the commission recommended a plat note that any future development on the borough parcel comply with City of Kenai zoning regulations and that the landowner contact the city before development. With no public testimony, the commission moved to recommend the preliminary plat; the motion passed.
Airport land‑use amendment (ordinance to amend Kenai Municipal Code section 14.22.0.01): Staff told the commission the city’s airport had been left as a conditional use after the airport light industrial zone was created in 2016 and characterized the current change as an administrative correction to allow airports by right in that zone. The commission asked for unanimous consent to forward the ordinance to council; seeing no objections, the recommendation passed by unanimous consent. The planning director noted the ordinance will carry an ordinance number when presented to council.
