IHPC approves COA extensions, several continuances and one expedited home; chair recused on one vote

The Indianapolis Historic Preservation Commission on Feb. 2, 2025, acted on a series of Certificate of Appropriateness (COA) requests, continuances and one expedited application.
The commission approved a two‑year extension for case 2019 COA 435 a and b (Monument Circle District, 1 North Meridian Street). The chair recused himself from the vote and recorded an abstention; the commission stated the extension passed, 6–0 with one recusal. Staff explained the original COA had expired more than a year earlier and the applicant requested an extension with the expectation the project would be completed within the two‑year period.
The commission also approved an extension for case 2023 COA 506 B (Old Northside, 1201 North Delaware Street) to allow completion of siding, cornice installation and painting; staff described weather as the primary delay and noted the applicant requested an extension through April to accommodate conditions.
Two applications were continued at the applicant’s request: 2024 COA 353 (Fountain Square, 1126 Prospect Street) was continued to April 2, 2025, and 2025 COA 406 (Lockerbie Square, 544 North Park Avenue) was continued to March 5, 2025, as presented by staff.
The commission approved one expedited case: 2024 COA 453 (Heron Morton Place, 2144 North Talbot Street). Staff presented the application from Melissa Iannucci to construct a single‑family house and detached garage, and the commission approved the expedited request as presented by staff.
During old business the commission heard a status update on case 2024 COA 188 A (Woodruff Place, 958 Woodruff Place). Applicant Ali Khan (represented at the meeting by Mark Woodfall) and staff reported work is nearing completion; Shelby Long, senior architectural reviewer, said sign‑offs remain for porch, balcony and siding elements and that she had signed off on three front‑facing windows earlier in the week. The Woodruff Place update was informational; no formal action was taken.
Routine business included approval of the Jan. minutes and motions to grant the continuances noted above. The meeting concluded with no further business and adjournment.
