Lake Jackson City Council on Jan. 23 approved first-reading of an ordinance ordering a bond election on May 3, 2025, after accepting staff and bond counsel edits to clarify what projects each proposition would cover.
The ordinance, as edited and approved for first reading, asks voters to consider three propositions: (A) issuance of $6,000,000 in general obligation bonds for police and fire facilities; (B) issuance of $8,000,000 in general obligation bonds for spot street repairs and panel replacements (a list of target streets will accompany the election materials); and (C) issuance of $4,000,000 in general obligation bonds for drainage improvements described as ditch lining and storm-drain pipe improvements within the city.
Dan Martinez of Winstead (bond counsel) advised the council that statute and good practice require separating drainage projects that are not specifically tied to street work into a distinct proposition. Councilmembers asked for clearer ballot language so voters would not assume full reconstruction of listed streets; staff and counsel revised the language to identify specific streets for panel repairs and to make proposition C more descriptive. Staff also agreed to alphabetize a street listing (moving North Yaupon into alphabetical order in the exhibit for clarity).
The council took the first reading of the election ordinance with the changes discussed; staff said additional edits would be provided to bond counsel before final adoption. The city—s ordinance and ballot materials will include an informational exhibit describing the projects and the effect on tax rates as required by law.
Council discussion emphasized that the $8 million for streets was intended to pay for panel replacements and spot repairs listed in the ballot materials, and that additional streets could be added if savings occurred. Staff noted drainage needs citywide but said the ballot language was tightened to specify ditch lining and storm-drain pipe improvements within the city rather than a general —citywide— label, to reduce public confusion.
Ending: The ordinance passed first reading by council motion; staff will return the ordinance for a second reading and final adoption with the agreed edits and an exhibit listing the streets and drainage priorities.
