Chief reports mutual-aid deployments, first-responder wellness efforts; residents press council on homelessness and enforcement

Director of Public Safety Cash briefed the council Jan. 14 on multiple public-safety matters, including personnel wellness, mutual-aid deployments for large fires, trafficking response and preparedness improvements.
Cash told the council two Guadalupe firefighters had deployed to Los Angeles to assist with ongoing fires and that the department is monitoring rotation and welfare as the deployment extends. He described attending a first-responder wellness conference and praised local efforts that assisted a Guadalupe officer who had been in the program; he stressed the need for ongoing mental-health supports for emergency personnel.
Cash also described a trafficking case handled by night officers that resulted in follow-up and an additional victim coming forward; he said the officers did an "outstanding job" and that the city is coordinating with federal partners and local resources. Cash said grant-funded generators for city hall and police will enable the city hall complex to be used as an emergency shelter in future events.
During public comment George Alvarez urged more coordination and funding from the county for homelessness response and recommended a dedicated local allocation to pay county booking fees for arrested trespassers or individuals requiring custody; he said Guadalupe has limited enforcement capacity and needs county assistance for follow-up services. Alvarez and others pressed the council to secure funds or partnerships for outreach and triage.
Council discussion: Several members asked for summaries of county-level homeless forums and suggested council representation at the Santa Barbara County elected-leaders forum on homelessness. Chief Cash agreed to provide regular summaries of the forum and emergency-preparedness planning to the council. Council members and the chief also discussed the difference between "Part I" felony statistics and the broader "reported crimes" tally in the police report.
Ending: The chief said lessons from recent large incidents (flooding and Los Angeles fire response) will inform the city—s volunteer coordination and shelter planning. Council requested routine updates on homelessness coordination and first-responder support activities.
