Pitkin County commissioners unanimously appoint Richard Y. Neely III as county attorney

Commissioners said the board led a statewide search with an executive recruiter and considered input from human resources and county management before offering the position to Neely, who had been serving as interim county attorney.
The board said the contract and appointment reflect unique lines of authority between the attorney’s office and other county staff and incorporate provisions intended to clarify those differences. The board chair asked to change wording in the resolution’s “whereas” clause to read in the past tense to reflect that the interim appointment had already been necessary; commissioners agreed to that friendly amendment before voting.
Commissioner Steve Child made the motion to approve the resolution as amended; a second was recorded. The vote was unanimous with three “ayes” called at the meeting and the chair declared the appointment approved. Commissioners said the contract was included with the resolution and would be signed shortly.
Commissioners and other attendees thanked Neely for serving as interim county attorney following the death of the prior county attorney, and for managing several county matters during a period of transition. No further conditions, amendments or vote tallies by individual named commissioners were recorded in the public transcript beyond the unanimous voice vote.
The resolution and contract are part of the official record; the board indicated the contract had been reviewed by the board and county staff prior to the vote. The newly appointed county attorney will serve under the contract terms presented to the board and is expected to assume the office full time immediately following procedural completion.
The board adjourned the special meeting after the appointment and scheduled other business and a swearing-in ceremony later the same day.
