Specific items listed by the clerk included: reappointing Dave Hess to the Altoona Code Appeals Board (5‑year term through Jan. 1, 2030); reappointing Norman Young to the Altoona Housing Authority (5‑year term through Jan. 1, 2030); reappointing Mayor Matt Pacifico to the Altoona Parking Authority (5‑year term through Jan. 1, 2030); reappointing Dave Albright and appointing Peter Fall to the City Planning Commission (4‑year terms through Jan. 1, 2029); reappointing Bill Neugebauer to the Altoona Water Authority (5‑year term through Jan. 1, 2030); reappointing Dawn Belsey and Ted Beam to the Civil Service Board (4‑year terms through Jan. 1, 2029); reappointing Joe Echols and Stu Sellers to the Electrical and Plumbing Examiners Board (4‑year terms through Jan. 1, 2029); awarding a demolition contract to Earth Movers Unlimited of Kylertown for the demolition of 1916 10th Street in the amount of $11,487 to be paid from Community Development Block Grant blighted‑property funds; authorizing an easement agreement with the JAFF Improvement Association for installation and maintenance of a bus lane in front of 22100 Broad Avenue; authorizing the Cambria County Redevelopment Authority and/or county building code enforcement agencies to apply for PA Department of Community and Economic Development shared municipal services program grants on the city’s behalf; authorizing destruction of city public records under the Commonwealth municipal records manual; and appointing Christopher McGuire as city manager and approving his employment agreement.
Council approved the consent agenda in a roll-call vote. The clerk announced the consent vote passed with seven affirmative votes and an abstention on item M by Councilman Kelly; an abstention statement was recorded for the public record.
Separately, the council adopted an ordinance to participate in the Cambria County Building Code Enforcement Agency. Councilman Beatty moved the ordinance for adoption and Vice Mayor Ellis seconded; the ordinance passed on a roll-call vote with seven yes votes and no recorded no votes.
Councilman Ickes introduced an ordinance to vacate a portion of a 15‑foot alley between 18th and 19th Avenues leading from 8th Street to 10th Street and to authorize a quitclaim deed; the ordinance was introduced at the meeting and will return for further consideration under the city’s ordinance process.
Christopher McGuire was not present at the meeting. Council members said the candidate had been selected after a nationwide search assisted by Strategic Solutions and that McGuire’s background includes military service and municipal experience in Clyde, Texas. Council members said they expect McGuire to help implement the city’s comprehensive plan but said specific assignments and priorities will be set after he assumes the position.
