Council approved a resolution authorizing a contract for site and tree clearing at 810 Northwoods Boulevard with Elevated Ground Solutions LLC with a not‑to‑exceed amount of $110,000. City staff said Elevated Ground Solutions submitted the low proposal of $92,620.11 and the larger cap would cover potential access‑agreement items. Assistant City Manager Kron presented the request; the motion passed on a 7‑0 roll call.
Council also approved a master services agreement extension with the WDC Group for architecture, design and construction contract administration phases for the new public works facility in the amount of $2,083,930. Staff said the work follows an earlier programming phase and that the fees are calculated per the master services agreement; the motion passed 7‑0.
Separately, council waived formal bidding and authorized purchase of playground equipment and installation for Victory Park through the Ohio procurement program with Landscape Structures at a cost not to exceed $60,000. Staff said the playground equipment plus the separate playground safety surface contract with Forever Lawn of Ohio shall not exceed the total project budget of $100,000. Funding sources reported were $50,000 from a Community Development Block Grant and $50,000 from the city capital improvement fund. The motion passed 7‑0.
The council approved two Public Works vehicle purchases: a 2025 Kenworth T480V single‑axle cab and chassis from Palmer Trucks at a Sourcewell cooperative price of $128,367 and the upfit (including snow and ice accessories) from K.E. Rose Company at $168,925. Staff said the combined chassis and upfit total $297,292, which is $9,708 under the $307,000 appropriation in the 2025 capital improvement budget. Council also approved purchase of a 2025 Ford F‑550 4x4 SD regular cab and chassis from Beau Thompson Ford at $61,210. Each of those motions passed 7‑0.
On appointments, council approved a combined motion to place Mayor Herbst and named alternates on regional committees including Miami Valley Regional Planning related bodies and the Montgomery County Community Improvement Corporation; the appointments motion passed 7‑0.
On zoning and land‑use items, council approved the Board of Zoning Appeals recommendation to permit a front‑yard drive‑through ATM for the Imperial Shopping Center at 750 West National Road (BZA 24‑14) with the BZA’s two recommended conditions (landscaped parking islands and lighting complying with the municipal outdoor lighting section) and one additional council amendment requiring that the drive‑through use lapse and the equipment be removed if the drive‑through use ceases for 12 consecutive months. That variance passed 5‑2; Council member Lewis and Mayor Herbst voted no. Council approved a variance (BZA 24‑15) and a conditional‑use (PC 24‑15) to allow a place of worship at 304 North Dixie Drive, each on a 7‑0 vote.
