The zoning ordinance (O-23-2024) updates definitions for “electric vehicle charging station, public” and “gasoline filling station” in the Boone County zoning regulations as they apply to Florence. The ordinance was described by staff as necessary to comply with KRS 100.326, which took effect July 15, 2024. The council approved the ordinance on a roll-call vote: Mel Carroll — yes; Leslie Chambers — yes; Gary Wynne — yes; Jenna Kemper — yes; Pat Wingo — yes; David Osborne — yes (6–0).
The council also approved ordinance O-24-2024, an amendment to the city’s fiscal-year 2024–25 budget (Amendment No. 1). The ordinance reflects incorporation of the prior year audited fund balances, carryovers of budgeted operating and capital items, increased estimates for capital projects and current-year expenditures, and personnel-cost increases tied to positions and pay plans adopted in October 2024 (Ordinance O-18-2024). The vote was 6–0.
Ordinance O-25-2024, adopting a revised Florence personnel policy manual, passed on second reading by the same unanimous vote. The revised manual, as described in the meeting, updates the city’s employee benefits package; revises ADA and reasonable-accommodation language; strengthens harassment and complaint procedures; amends the alternative sick-leave program; updates confidentiality and personnel-records policies; adds a generative artificial-intelligence policy; revises pregnancy and parental-leave provisions; and adds COBRA administration language. Finally, the council approved ordinance O-26-2024, a standalone ordinance addressing job descriptions, the authorized-positions list, and the pay plan. The ordinance removes references to those items from the personnel policy manual by placing them in a separate ordinance while incorporating existing provisions. That measure passed 6–0.
Each ordinance’s full text and exhibits are available for public inspection at the city clerk’s office at the Florence Government Center during regular business hours. The council recorded roll-call votes for each item; all four second readings passed without further amendment or extended discussion.
