The Santa Rosa zoning administrator approved a minor hillside development permit for a new single-family residence at 4030 Bridlewood Court (file HTP24-004), concluding staff findings were met and that the project is categorically exempt from the California Environmental Quality Act under section 15303.
Planner Connor McKay, filling in for Connor Briscoe, presented the proposal as a two-story single-family home to be sited on the flattest portion of the parcel. McKay told the zoning administrator that part of the building footprint crosses areas with slopes of 10 percent or greater, which triggers the minor hillside development review. He said the design meets zoning setbacks and height standards, minimizes grading through use of stem walls, and that the applicant has accepted all recommended conditions of approval. The applicant, attending by Zoom, said the project team had “worked extensively with the HOA” and developed a landscape plan to comply with HOA guidelines. There were no in-person public comments at the hearing.
Zoning Administrator Kristine Tumians said she agreed with staff findings and approved the permit as described in the staff report (file HTP24-004). The decision is final unless an appeal is filed with the City Clerk’s Office within 10 calendar days of the decision; the transcript lists the appeal deadline as January 27, 2024 pursuant to zoning code section 20-62.030.
Staff stated the project is located in the SkyFarm planned development district, within an area that was affected by the 2017 Tubbs Fire but where no prior single-family structure existed. The project was described as a modular building with site access from Bridlewood Court and frontage on Cross Creek Road. Under staff analysis the project’s impacts are consistent with the city’s hillside development standards and the categorical CEQA exemption for one single-family dwelling (CEQA Guideline §15303).
The zoning administrator’s approval was administrative (no public vote recorded). The permit approval and staff materials include the project file number HTP24-004 and contact information for city planning staff; the decision may be appealed to the City Clerk’s Office under Santa Rosa zoning code section 20-62.030.
