Licensed visitation monitor urges Judicial Council to reinstate or provide pathway to standard 5.2 training

Crystal Keith, founder of Provisional Parenting and a trained supervised-visitation monitor since 2008, told the Judicial Council she is unable to take the Judicial Council’s Standard 5.2 training because the course is no longer offered. Keith said the absence of that specific training prevents her from providing services in some California counties that require it, reducing the pool of qualified monitors and increasing wait times for families in need.
Keith described her qualifications, including Standard 5.2 training through the California Association of Supervised Visitation Service Providers, initial training through Hill Play Love University, and ongoing education through the Supervised Visitation Network. She asked the Council to consider reinstating the Judicial Council’s Standard 5.2 training or to establish an alternative pathway for experienced monitors to demonstrate compliance that would be accepted by county family law judges. Keith offered to complete the training and later serve as a trainer on behalf of the Judicial Council to expand access statewide.
Keith framed the issue as one of access to safe visitation options and public safety for children, saying that the lack of the Judicial Council training “creates a troubling gap” that limits service availability. She urged the Council to act so county judges will accept alternative demonstrations of compliance or the Council will restore training access.
The Council did not provide a response during the public-comment segment; the matter was recorded in the meeting’s public comments and will be included with written comments provided to Council members.
