The Judicial Council of California approved its consent agenda covering 42 items and unanimously adopted a resolution proclaiming November as Court Adoption and Permanency Month.
Judge Wood, speaking as vice chair of the Rules Committee, moved approval of the full consent agenda; Justice Brad Hill seconded the motion. The Council approved the consent agenda with two abstentions recorded on a single rules item (item 20-5-144): Chief Justice Guerrero and Administrative Director Shelley Curran abstained. The consent agenda included 35 rules-and-forms proposals recommended by advisory committees, updates to appellate division remote-appearance rules, and proposed protective-order forms implementing recent legislation, among other items.
Later in the meeting Justice Terry Cody presented the Council’s annual Court Adoption and Permanency Month resolution and described the branch’s kin-first initiatives and training to take effect January 1, 2026. Claudia and Michael, an adoptive family from Marin County, and their daughter Cece shared their experience of foster care, kinship placement, and adoption. Justice Cody asked the Council to proclaim November as Court Adoption and Permanency Month. Justice Hill moved adoption of the resolution; Justice Corrigan seconded. The Council approved the proclamation by voice vote with no recorded noes or abstentions.
The consent agenda materials noted substantial committee work this cycle: advisory committees considered approximately 300 public comments and advanced dozens of rule and form changes (including proposals to implement Senate Bill 949 on lactation breaks and updates to protective-order forms to record firearm relinquishment and compliance).
