Tehachapi council awards $48,998 contract for Rodeo Grounds fence and landscaping

The Tehachapi City Council voted 4-0 to award a Measure S–funded contract for entrance fencing and landscaping at the Rodeo Grounds to Yukon Fence.

Development Services Director Jay told the council the project includes roughly 1,000 feet of three-rail wood fence and new landscaping along Denison Road and is intended to replace an existing barbed-wire fence. "I recommend that you award the Rodeo Grounds entrance fencing and landscaping project to Yukon Fence in the amount of $48,998," Jay said. He also asked the council to authorize change orders up to 20 percent of the contract amount to cover unforeseen costs.

Jay said the city advertised the project on Jan. 11 and received six bids; Yukon Fence, based in Bakersfield, submitted the lowest responsive bid. He said the work is included in this year’s budget and will be paid from Measure S funds. Council members asked about potential tumbleweed accumulation along the new fence and whether the change would affect foreign object debris at the nearby airport. Jay said a secondary fence already separates the rodeo grounds from airport property.

Mayor Pogancourt and other council members praised past private donations to the event center and framed the new work as incremental improvements guided by the event center master plan. Council moved to award the contract; the motion passed on a roll-call vote with Council members Davies, Smith, Howard and Pogancourt voting yes.

The council authorized the city manager to sign the contract and approve change orders up to the 20 percent limit so staff would not have to return to council for small adjustments. The contract amount, the authorized change-order allowance and the 4-0 vote were recorded in the meeting minutes.
