Jacksonville City Council approved ordinance 2025‑0007 to rezone roughly 237 acres to a Planned Unit Development branded “ETown West,” authorizing mixed uses including office, commercial, multifamily, entertainment and recreational uses.
Planning staff said the PUD would allow a gross density of 20 units per acre, not to exceed 3,500 units, and approximately 3,600,000 square feet of nonresidential space. The site is southwest of the I‑295 / State Road 9B interchange along ETown Parkway. Staff reported the PUD is consistent with the Comprehensive Plan goals for a balanced mix of residential and nonresidential uses, but raised concerns about proposed signage along SR 9B which exceeded standard code limits. Staff recommended conditions and three written exhibits in the staff report and forwarded approval with three conditions.
Committee members adopted an amendment that (1) requires a traffic study at civil site plan review meeting Land Development Procedures Manual §1.10.11 and FDOT requirements, (2) requires that any parking reduction percentage be established and approved by the Planning and Development Department once listed infrastructure or services are available, and (3) limits State Road 9B project identity pole/pylon signs to a maximum height of 65 feet and an area of 300 square feet. Applicant representative Paul Hardin confirmed no objection to those conditions. Planning Commission had previously voted unanimously to recommend approval with the same conditions.
The committee recorded a vote of seven yeas, zero nays, approving 2025‑0007. The PUD consolidates previous approvals (including a 229‑unit Cottage Street townhome community and prior exceptions for multifamily) under a single PUD and establishes sign and traffic conditions for future site plans.
