Jacksonville City Council approved two companion actions affecting approximately 71 acres at the Prominence Parkway/ Bay Meadows area: the adoption round of a large‑scale land use amendment (file 2025‑0003) and a PUD rezoning ordinance (2025‑0004) to convert the Prominence Office Park to a mixed‑use PUD permitting residential and office uses.
Planning and Development Department staff said the property is south of Bay Meadows Road, west of I‑295, and adjacent to the Prominence Parkway office development and the Freedom Commerce DRI. Staff recommended changing portions designated MU (multi‑use/community general commercial) to RPI (residential‑professional‑institutional) to allow a balanced mix of residential and office uses and noted the site has access to urban services, arterial roadways and bus transit. The staff report characterized the proposal as redevelopment of an underutilized office park with reduced commercial intensity and compatible residential density and forwarded a recommendation of approval for both the land use amendment and the PUD.
At the PUD hearing the applicant’s representative, Paul Hardin, reiterated the conversion of the office park to new residential options and said the project includes alternate uses discussed during earlier transmittal stages. During committee consideration an amendment was offered and adopted requiring that a traffic study be provided at civil site plan review and meet the Land Development Procedures Manual section 1.10.11 (January 24) requirements; Paul Hardin confirmed he had no objection to that condition. Planning Commission had previously voted unanimously to recommend approval of both items on February 6 with minimal discussion.
Both the large‑scale land use amendment (2025‑0003) and the companion PUD rezoning (2025‑0004), as amended to require the traffic study, passed by recorded votes of 7 yeas, 0 nays. The ordinances were recorded on the committee docket as 2025‑0003 and 2025‑0004, respectively.
The actions change the site’s future land use designation and create a new PUD overlay allowing mixed residential and office development; a traffic study condition was incorporated to address mobility and infrastructure impacts.
