Plantation CRA says 441 banner poles, gateway walls being repaired; consent agenda approved

Plantation — At a Jan. 29 meeting of the City of Plantation Community Redevelopment Agency (CRA), staff reported ongoing maintenance work along U.S. 441 including replacement of decorative banner poles and cleaning of gateway walls and sidewalks, and the CRA approved its consent agenda items 1 through 5 by unanimous roll call.

CRA staff member Glendon Hall told the agency “Those are being replaced right now,” when asked about banner poles on U.S. 441 and said the decorative banners are being switched to a simpler, repairable model because the older design was proprietary and prone to breakage. Hall said pressure washing of sidewalks and cleaning of gateway walls and dead ends were completed in 2024.

The work matters for local businesses and pedestrians along the corridor: Hall said the replacement poles are intended to be repairable with standard hardware and that most of the banner failures occurred in the southeast section of U.S. 441.

Public Works Director Matt Thompson clarified responsibility for a damaged light pole noted during the discussion. “The light pole in question is ours. It is being looked at by Imperial, our electrical contractor,” Thompson said. He added, “It needs a new LED fixture,” and said the city is coordinating with its contractor to make that repair rather than Florida Power & Light.

Hall and Thompson also described issues involving a narrow access strip of land near the addresses given in the meeting transcript as between 431–4351 and 4367 Pills Road. Hall said people were using that sliver to access private property, to dump and park trucks, and that the adjacent property owner has put up a chain to block access. He said the area is governed by the parks department and currently being blocked off; he noted it could possibly be used in the future as part of a larger lot for a project.

During public comment, resident Dennis Conklin raised longstanding questions about a retaining wall referred to in the transcript as the Massey Yardley wall and said he had not heard follow-up from the city about clearing the wall so property owners could “regain their private property rights.” Conklin said he was seeking an update and yielded back his time.

Commissioner Andreu responded that she had been in contact with Warren Yardley on Jan. 6, and that Yardley had reported making progress and working with a staff member named Carmen to address the matter. “He was working with Carmen to rectify everything and he was, you know, navigating it well,” Andreu said.

Before the discussion concluded, CRA President Reinstein asked staff to address the questions raised, and Hall summarized that CRA upkeep is being handled and “our CRA is in good shape.” With no further public comment, the CRA adjourned the meeting at approximately 6:05 p.m.
